Endorsement of the Proposal to Establish a
United States Emergency Medical Services Administration

The Florida Association of Professional EMTs and Paramedics represents all EMS professionals in the state of Florida. It is with the continuation of professionalism that FAPEP does herby fully
support the USEMSA as it is proposed.

EMS has been under an agency or agency groups since its beginning. These agency groups have set
the standards but have not fully supported EMS. NHTSA has been the guiding agency for years and
we thank them for the dedication thus far. However, it is recognized that representation from
NHTSA has not been present at any EMS conference or memorial service for years nor has it been
able to fully address the needs of EMS. This brings to question as to NHTSAs foresight concerning
EMS.

The true solution to the continuation of EMS in this great country of ours is to have a stand alone
EMS agency, the USEMSA. This agency should be directly under Homeland Security so that the
USEMSA can operate directly with the Federal Government as do other services. It is to this end
that the Florida Association of Professional EMTs and Paramedics resolves and offers its full and
undivided support to this proposed agency. We ask that Congress have the Florida Association of
Professional EMTs and Paramedics be involved in this agency development so that the safety of
this Great Nation is ever so secure.
